"Curriculum for excellence: literacy across learning. Principles and practice"
Although focused on children's literacy and the school curriculum in a very different area of the world--Scotland--this paper provides some very important insight:
"Literacy is fundamental to all areas of learning, as it unlocks access to the wider curriculum. Being literate increases opportunities for the individual in all aspects of life, lays the foundations for lifelong learning and work, and contributes strongly to the development of all four capacities of Curriculum for Excellence."
 
Here is another very useful handbook for teachers, published in 2003 by the National Center for the Study of Adult Learning and Literacy (NCSALL) . It focuses on creating authentic materials clearly linked to "real life" and therefore to students' personal motivations for learning to read and write.
